HIPs are now up and running and required for the sale of all residential properties (with a number of exceptions).

The main question facing sellers initially is whether the HIP is to be regarded as just a marketing pack or additionally as a legal pack which helps the speed of the conveyancing process.
The Government has introduced a concession extended to the end of 2008 which allows sellers to place their property on the market without a completed HIP provided that all the documents currently required by the regulations have been commissioned.
Unless this date is extended, sellers will from the 1st January 2009 only be able to put their property on the market if a compliant HIP is already in place.
